Thijs Franssen has been with Pels Rijcken since 2016. He specialises in private law in relation to the public sector, with a particular focus on liability and compensation law. Thijs mainly represents the Dutch government and local authorities, including provinces and municipalities.Thijs has been deputy State Advocate since 2026.
Thijs graduated cum laude from Tilburg University with a master’s degree in Dutch Constitutional and Administrative Law. Prior to joining Pels Rijcken, he practised law at AKD. In addition to his work as a lawyer, Thijs frequently publishes articles, mainly in the Dutch Journal for Administrative Law. He also lectures regularly. Thijs is a member of the Dutch VAR Administrative Law Association and the Construction Law Association.
