Jelmer Procee joined Pels Rijcken in 2007 and specialises in (administrative) compensation law, including compensation for loss, land development and expropriation. The Dutch State regularly entrusts him with expropriation proceedings for large infrastructural projects as well as complex compensation for loss proceedings. For provinces and municipalities, he advises on large infrastructure and inner-city redevelopment. He also assists water boards with the realisation of projects in the context of High Water Protection Programmes. Jelmer is known for being approachable and practical. His advice is brief and clients value how he can quickly point them in the right direction so that the project can continue smoothly. In proceedings he makes all the difference. Jelmer publishes regularly, including preliminary advice for the Expropriation Law Association. He lectures at Leiden University, Utrecht University, Radboud University Nijmegen and OSR. He is the author of a monthly newsletter on administrative compensation containing summaries of recent case law. Jelmer is a member of the Dutch Young Property Lawyers Association, the VAR Administrative Law Association, the Expropriation Law Association, and the Expropriation Lawyers Association.
